Disable Visual Themes and Disable desktop Composition.

Click them on and apply after this you can go ahead and exit out of that and load of razor

Congrats you have the counter bar.

Here is a detailed way to get the razor bar to work on vista. I have also added a video to help.

In order for the razor counter bar to work you need to switch it to Windows Classic.

Open Theme Settings by clicking the Start button Picture of the Start button, clicking Control Panel, clicking Appearance and Personalization, clicking Personalization, and then clicking Theme.

Under Theme, select the theme "Windows Classic", and then click OK.

Press apply and restart the client. You should now have the Bar!
